CINOP bracht haar expertise in bij het verbeteren van het kwaliteitsborgingssysteem en werkte mee aan de nationale curricula van de gespecialiseerde opleidingen van de Indonesische nationale politie. Het project is onlangs succesvol afgerond. In the framework of two Dutch funded technical assistance projects ‘’strengthening the capacities of the Indonesian National Police (INP) Education and Training Institute (Lemdiklat), in designing up-to-date trainings for police officers’’, CINOP is delivering expertise for reviewing and enhancing the quality assurance (QA) system for the design and delivery of the national curricula of specialised trainings.
In collaboration with stakeholders and based on the related quality standards, regulations and guidelines, the following results have been successfully achieved:
Analysis of the QA system for curriculum design and delivery, reviewing the usefulness and pertinence of existing elements of this QA system: procedures, guidelines and tools that have to be applied for this process were tested in relation to quality assurance objectives.
This analysis included the common elaboration of a flowchart of the curriculum quality assurance system, illustrating the QA interventions, roles and responsibilities of actors involved and QA methods/tools for the curriculum design, organisation and implementation phases.
The analysis and the flowchart exercise have supported in the common identification of elements of improvement.
Upgrading of the QA system focusing on the selected elements for improvement: evaluation of the effectiveness of specialised training. The QA system was lacking a coherent evaluation framework that covers a comprehensive and user friendly set of evaluation tools for measuring the effectiveness of training outcomes. CINOP has facilitated the design of this evaluation framework, the adaptation of existing input oriented evaluation forms and the creation of new evaluation tools enabling the collection of data and feed-back from different stakeholders and user groups. The main aim of this evaluation framework is to allow Lemdiklat to better monitor, evaluate and increase the quality and relevance of their trainings.
