Comparability of TVET trainers’ and assessors’ qualifications of Bangladesh with EU countries

The International Labour Organisation (ILO) Country Office for Bangladesh has requested CINOP to carry out an international comparative analysis on the qualifications and qualification system for TVET teachers and assessors.
The assignment will be implemented in the framework of the Skills 21 – Empowering Citizens for Inclusive and Sustainable Growth project, which is implemented by the ILO Country Office for Bangladesh in cooperation with the European Union and the Government of Bangladesh. The project aims to increase productivity and employment opportunities through an environmentally conscious, inclusive, demand-driven, and interlinked skills development system responding to the needs of the labour market.
One of the expected outcomes of this project is an Improved Governance and Management of the TVET/skills development system, and within this component the current assignment will focus on the comparability of trainers’ and assessors’ competencies and qualifications in at least three EU Member States, as well as on the analysis of opportunities for further benchmarking and cooperation with one or more of the three EU Member States.
Therefore, CINOP will:
- Analyse comparability of the qualifications and competency standards, institutional setting and quality assurance systems for teacher training of the three countries with those in Bangladesh;
- Identify the gaps, recommend measures to address the gaps and suggest opportunities for possible cooperation with EU Member States and alignment to different systems and programs.
Analysing the Bangladeshi TVET trainers and assessors standards against a selected number of standards and practices of EU member states will allow the Banglesh Technical Education Board (BTEB) learn from different EU experiences in assuring and improving the quality of trainers and assessors.
